Question

What is GIGO? What are its advantages and limitations?

It basically illustrates how computer is taking inputs and outputs nonsensically. This is good in the sense of high capacity to deal with human orders and obedience. For example, as long as we push the button"launch", the missile would be on the trajectory, we don't have to fear that it might refuse to do so or go to the opposite direction. The reversal side of these two points could be limitations.

its the reason that photos from your cellphone are gonna look like crap even if you run them through photoshop: unless you use some sort of algorithm, you can't create new data. and really all the algorithm would do is guess as to what the 'correct' data is.
